I suspect him to be Richard Hale (1827 – 1903) who was born in East Dean and died in Chepstow.

He had a son called Nelius who was the grandfather to my own grandmother who died in Nottingham in1967. Nelius moved from the Forest of Dean after his marriage in 1888 with the railways to Nottingham and this photograph was taken in Cinderford but framed in Nottingham and was subsequently passed down the generations to my mother who died in 2012.

F.E. It’s a long shot I know but there were many Hales in the Forest of Dean to whom this might ring a bell.
