A Road Roller in the Forest of Dean.

Albert wrote (April 2008): "My great grandfather Samuel Ellis is the man with the brush. He was born in English Bicknor in about 1848. At the time of the photo, likely to be Edwardian
years, he would have been living in Broadwell. He married Emma Brown of Broadwell"
On Roller: 1 , 2.
Standing on road: 1 , 2 Samuel Ellis, 3, 4.
We know that the photo was taken somewhere in the Forest of Dean.
A site visitor added (July 2016): "... The Steam Roller Driver is probably James O Ellis of Joyford 1903-1963. In 1937 he was the driver when a boy slipped down a bank into the path of his steam roller. The boy, Sidney Newman was saved from being killed by his brother Reginald Newman".
Thanks also to Ivor Ellis.
