In 1922 Elias was appointed a Deputy at Cannop and carried out these duties for 32 years. He was also a member of the Mines Rescue team. He was a keen Trade Unionist and joined the Forest of Dean Overmen's Deputies and Shotfirers Association becoming President and later Secretary. Subsequently he became an executive member of the National Association (NACODS).
He was prominent in local affairs particularly with the Berry Hill Institute and Recreation Ground. He also worked in fund raising for the Dilke Hospital and as a Manager for Berry Hill Primary School. He died in 1963.
